The Handball World Championship U-21 Juniors was held in Bosnia and Herzegovina from 14 to 28 July 2013. The event was organized by the International Handball Federation (IHF ). Defending champion was Germany.

Spain and Croatia were qualified through the European Handball Championship U-20 juniors in 2012.

The three teams were played in a tournament ( Panamericano Junior Masculino ) in Mar del Plata, Argentina. The tournament was held from March 24, 2013 18. The tournament was attended by 9 teams. All games were held in the hall Poli Deportivo Islas Malvinas.

Oceanic qualification

The Oceania Handball Federation ( OHF ) announced on February 19, 2013 announced that it is not a team to the World Cup. The place was taken over by the European Handball Federation (EHF ) and it moved the Serbian national team after.

African qualifications

The Confédération Africaine de Handball ( CAHB ) set 5 places for the World Cup in Bosnia - Herzegovina. The 5 places were played at the 18e Championnat d' Afrique des Nations juniors masculins 2012 from August 27 to September 3, 2012 in Abidjan, Ivory Coast. The five qualifying slots occupied:

Asian qualification

The Asian Handball Federation presented 3 places to the World Championships in Bosnia - Herzegovina. The three courses were played at the 13th Handball Asia Junior Championship from June 30 to July 13, 2012 in Doha, Qatar. The three qualifying spots occupied:
