Agostino Casaroli is considered the architect of the Vatican Ostpolitik under John XXIII. and Paul VI. He was a diplomat in a position to negotiate tricky agreement with anticlerical or even atheistic governments, such as in Yugoslavia and Hungary. However, he reaped harsh criticism for these contracts, which were interpreted by the oppressed Catholics of the Eastern Bloc countries as an unnecessary compromise to a church pursuing government - such as the agreement with Hungary ( 1964), which led to the episcopal ordination of long-known secret agent of the Communist Party. Of the five ordinations after 1964 three candidates were already working as agents and another was at the stage of candidature.
