Anand Panyarachun

Anand Panyarachun ( Thai: อานันท์ ปัน ยา ร ชุน, pronunciation: [ ʔa ː ː nan panja ráʨ ʰ un]; born August 9, 1932 in Bangkok ) is a Thai diplomat, businessman and politician. Between 1991 and 1992 he was briefly twice Prime Minister of Thailand. 2003 to 2004 he was the High Level Panel on Threats against the United Nations.

Family

Anand Panyarachun is the youngest of twelve children of Phraya Prichanusat ( Sern Panyarachun ) and Khunying Prichanusat ( Pruek Chotikasathien ). His father had studied in England, was a high official in the royal government and Rector of Vajiravudh - boarding. Following the end of absolute monarchy, he edited several newspapers. He was the first chairman of the Thai press association and, although he was a Buddhist, president of the Thai section of the Christian Association Young People ( YMCA ). Anand is married to Mom Rajawongse Sodsee Chakrabandh. Together they have two daughters and three grandchildren.

Education and Career

Schools and Universities

During school Anand visited various schools. First he went to the Surasak School, from 1943 to 1945 he went to the Amnuay Silpa School ( Thai - English lesson plan ), from 1945 to 1948 he was on the Bangkok Christian College. With 16 Anand was sent to London to Dulwich College, where he studied from 1948 to 1952. He then studied economics and law at Trinity College, Cambridge, 1955, he obtained there bachelor ( honors ). Anand received over the course of time an honorary diploma, and 23 honorary doctorates

Career as a diplomat and businessman

Upon his return to Thailand he worked for the Ministry of Foreign Affairs, 1959-1964 he was secretary of the Foreign Minister. Then he was employed as First Secretary of the Thai delegation to the UN. 1967 he was appointed ambassador to the United Nations and for Canada. Between 1972 and 1975 he worked as ambassador to the UN and the United States.

Upon his return to Thailand in 1976, he worked as State Secretary in the Foreign Minister, in 1977 he was also appointed Special Ambassador. His most recent position he held for the government as an ambassador for Thailand in the Federal Republic of Germany Between 1977 and 1978.

In 1979 he left the civil service after he was wrongly accused close to communism, and then worked as a manager for large companies. He became director of the Saha Group. In 1980 he was appointed Vice- President of the Thai Industry Association, becoming its President in 1990. Between 1982 and 1984 Anand was President of the Chamber of Commerce and Industry joint ASEAN and 1988-1990 President of the ASEAN Task Force. From 1986 to 1991 he was head of the ASEAN -US Council.

In the Saha Group, he served between 1985 and 1990 as vice president and after January 1, 1991 as Chief Executive Officer.

Tenure as Prime Minister

On March 2, 1991 Anand has been appointed by a military coup of the " National Peace Keeping Council" to the Prime Minister of Thailand. He was responsible for the improvement of the capital market, for the expansion of free trade within ASEAN (AFTA ), led the VAT instead of a trade tax. He also had to private investments in public companies and private telecommunications licenses awarded to today's telephone company "True". On March 22, 1992, he initially joined back when the general elections had been held, but he remained until April 7 in office until General Suchinda Kraprayoon took power. Anand was appointed on 10 June 1992 again as Prime Minister after the General was forced to resign because of mass protests on 10 June. Finally, he entered on October 1, finally back after general elections were held again, and resumed his role as CEO of Saha Group on again.

Chairman of the Constitutional Committee and UN Panels

Anand still remained politically active and was in 1997 the committee which drafted the new constitution. In that year he also received the Ramon Magsaysay Award, in the category " Government Service ".

2003 appointed UN Secretary-General Kofi Annan Anand Chairman of the High Level Group (High Level Panel) on Threats, Challenges and Change. The group submitted its report in 2004 in which she designed the main threats to international peace and security and called a concept for dealing with and combating these threats in order to achieve an order of collective security. This included proposals to reform the United Nations.

From March 2005 to June 2006, there Anand before a 50 -member National Reconciliation Commission, drew up the proposals for resolving the conflict in southern Thailand.

In 2007 Anand President of the Board of Directors of Siam Commercial Bank, the second largest bank in Thailand.

Political orientation

Anand Panyarachun was his life, no party affiliation. He is regarded as a liberal royalist. The specialized Thailand British political scientist Duncan McCargo called Anand as one of the politicians who see in the link of progressive sociopolitical views and royalist - conservative core beliefs no contradiction. According to McCargo he is a leader of the liberal wing of the Thai " network monarchy ". For the Australian Asia scientist John Funston Anand is a member of the "liberal corporatism " in Thailand. The Australian political scientist Michael K. Connors called Anand as one of the most ardent advocates of Thai liberalism. He bases himself on Anand's commitments to democracy, free market economy and economic decentralization.
