António Mascarenhas Monteiro

António Mascarenhas Monteiro ( born February 16, 1944 in Santa Catarina, Santiago ) is a Cape Verde politicians. From March 22 1991 to March 22, 2001, he was President of Cape Verde.

After finishing school Monteiro went to study in Belgium by lions at the Catholic University of jurisprudence.

Between 1977 and 1980 he was Secretary General of the National Assembly. In 1980 he was appointed President of the Supreme Court of Cape Verde.

After the introduction of a multiparty system in 1990 Monteiro announced his candidacy for president. On February 17, 1991, he was elected with the support of the Movement for Democracy ( MPD) by an overwhelming majority and took office on 22 March 1991. After two terms Monteiro handed the presidency to Pedro Pires and served until 2006 as Foreign Minister of the country.

Monteiro accepted on 20 September 2006 his appointment as special envoy of UN Secretary-General Kofi Annan for East Timor. Monteiro should take over the management of the UNMIT Sukehiro Hasegawa, whose term ended, but on 25 September Monteiro refused the office on the ground, some parties have reservations about him.
