Ban Houayxay (Lao: ຫ້ວຍ ຊາຍ ) (also known as Huay Xai or Houei Sai ) is the capital of the Lao province of Bokeo, on the border with Thailand.

The city is located along the Mekong River, opposite Chiang Khong in Chiang Rai Province, Thailand and is the northernmost border crossing between the two countries. The two are connected only by ferry. Houayxay is also the terminus of the National Road 3, China connects across the border in messenger in Yunnan Province and Luang Namtha with Thailand. In December 2013, the Fourth Thai - Lao Friendship Bridge was built, crossing the Mekong River to Thailand.

Houayxay has a domestic airport with regular flights to Vientiane and Luang Prabang. The most popular means of transportation are boats with which you can drive across the Mekong to Pakbeng, Luang Prabang and other destinations.

Located on a hilltop, the French fortress ruins of Fort Carnot, from here you have a view on the city and the Mekong River.
