The elections to the 16th Bavarian Parliament took place on 28 September 2008. The turnout was 57.9 percent, one percentage point higher than in the previous state election.

Result

After the final official results, the CSU lost by Minister President Günther Beck stone compared to the 2003 election 17.3 percentage points. They fell upon the achieved under Edmund Stoiber 60.7 percent of the vote to 43.4 percent and lost since 1962 continuously reached an absolute majority of parliamentary seats. The SPD lost one percentage point compared to the already low profit of 2003 and thus achieved its worst result in a Bavarian state election since 1946.

For the first time attracted the Free Voters in the state legislature, and was mixed with 10 percent of third-strongest faction. The Greens increased their share of the vote by nearly two percentage points to 9.4 percent. The FDP was represented with 8 percent after 14 years of absence in the parliament. For all three parties, it was the best result in each case, which they reached in state elections in Bavaria since the war. The Left failed at the five - percent hurdle, as well as all other parties.

Of the 91 voting districts, the CSU won 90, only in Munich- Milbertshofen the SPD's top candidate Franz Maget prevailed. Thus, a higher total number of seats obtained by the Bavarian electoral system in comparison to 2003 due to overhang and compensation mandates.

As a result of the election results, it was necessary for the CSU to form a new governing majority, to form a coalition with another party elected to parliament. This was done in cooperation with the Bavarian FDP. There the Cabinet Seehofer I was formed.

Because of the disappointing results for the CSU in the state elections in Bavaria had announced his retirement for the end of October on 30 September 2008 party chief Erwin Huber. The General Secretary Christine Haderthauer had offered her resignation already on election night.

One day later, also attracted the Bavarian Minister President Günther Beck stone consequences and announced his resignation. He was succeeded by Horst Seehofer, who also took over the party presidency of the CSU.

Initial situation

In the state elections in 2003, the CSU had the first and only once reached the two-thirds majority of seats. The state government had initially consisted of a CSU single-party government led by Prime Minister Edmund Stoiber, before this was replaced in October 2007 by Günther Beck stone.

Only three parties were represented in parliament after the 2003 election. The opposition consisted of the fractions of the SPD and the Greens.

Nominations

Parties and groups of voters had their participation in the election in writing to 30 June 2008 show at the Regional Returning Officer, if this were not represented in the Bundestag, or parliament, and these were published on 3 July 2008. Constituency proposals had to be submitted in writing to the competent electoral district leader until 17 July 2008.

Controversies

Wahl-O -Mat of the Bavarian Youth Council

By an interim order allowed the ödp prohibit the Bavarian Youth Council, the state elections in Bavaria in 2008 to unlock the Wahl-O -Mat, as the ödp wanted to be considered. The Bavarian Youth Council saw only the consideration of parties that are already represented in Parliament or had reached more than three percent in the last Sunday of questions before. Since seven other micro and small parties can force the participation by the reasoning of the Administrative Court in Munich, renounced the Bavarian Youth Council on the publication of the Wahl-O- Mats.

For other editions of the Wahl-O -Mat all parties standing for election have since been taken into account.

Election broadcast on Bavarian Radio

On September 15, two weeks before the state election, the ödp top candidate Bernhard Suttner caused a scandal. In the Bayerischer Rundfunk (BR ), a program that addressed the antretenden to select top candidates of the smaller parties ran. Suttner left front of the cameras the show, as expressions of the NPD politician Sascha Roßmüller had been his opinion, treated too uncritically by the moderator.

Election programs

Christian Social Union

At the party on July 19 in Nuremberg, the CSU warned of a four-or five coalition against them and adopted their election program with the following points:

  • Comprehensive, needs-based selection of all-day schools;
  • Medium term, a kindergarten year are free of charge;
  • Climate-friendly energy policy: increase of renewable energy to 20 percent and extend the lifetime of nuclear power plants;
  • Commuter tax from the first kilometer.

SPD

At the party on July 5 in the pastures SPD their " government program " decided:

  • Public Service ( Verwaltungs-/Polizeireform )

FDP

At the party congress in late April in Bamberg, the FDP emphasized the following points:

  • Liberal Non smoking protection
  • Strengthening of the middle class ( adequate participation of SMEs in public procurement, tax reform, cutting red tape )
  • Abolition of inheritance tax
  • No online searches, student database, license plate recognition and withdrawal of the ( then new ) Bavarian Assembly Law
  • More autonomy for Bavarian schools and colleges
  • Longer common school from the first through the sixth grade with flexible transitions from the fourth school year, eight -year Gymnasium as bound all-day school
  • Rural areas ( Public transport, broadband, tourism concept )

ödp

To Bavarian election the party occurs under the name of Ecological- Democratic Party / Alliance for Families.

Program areas include:

  • Abolition of tuition fees
  • Phasing out of nuclear energy
  • Separation of politics and economics
  • Rejection of genetic engineering
  • Development of public transport

LEFT

At the party on July 26 in Nuremberg decided the Left key points of its election program:

  • Education for All: Comprehensive Community School, abolition of tuition fees, learning material and Adult Education Act
