Bill (law)

A bill is the fully -formulated legal text (Draft), which will be submitted to the legislative bodies for consideration and vote. Until the final vote the title of the text of the law shall be known as " draft law ... ".

Federal laws

Draft legislation by the federal government, from the middle of the Bundestag or the Bundesrat are introduced into the Bundestag pursuant to Article 76 para 1 of the Basic Law on the federal level.

According to § 76 para 1 GOBT Templates by members of the Bundestag must be signed by at least five percent of the members of the Bundestag or of a fraction.

Bills of the Federal Government under Article 76 para 2 GG first be forwarded to the Federal Council. This basically has six weeks to comment on the bill. An extension to nine weeks as well as a shortened time limit to three weeks possible.

With templates of the Bundesrat, it behaves accordingly, pursuant to Article 76 para 3 of the Basic Law, it shall first be submitted to the federal government.

First draft

Be by the federal government at the German Bundestag introduced bills generally covered by the Federal Ministries and in particular to unit-level developed ( federal ministries are divided into departments, departments and units ). The current Head of Unit were referred to the decision of the Federal Government of 24 April 1981 amending the Common Rules of Procedure of the Federal Ministries ( GGO ) as speakers and today's speakers as auxiliary speakers. Therefore, the still conventional term " first draft " for not yet approved by the Federal Government Bills derived.

National Regulatory

Drafts of federal laws shall be forwarded to the independent National Regulatory Control at the Federal Chancellery to assess the damage caused by the law of bureaucracy costs and statement to the ministries responsible for the design.

Government draft

Government designs are adopted by the Federal Government and the German Bundestag introduced bills. This may differ from the speakers designs, because in the process of coordination of stakeholders ( eg, other federal ministries, states, associations ) can still result in changes to the Cabinet decision of the Federal Government.
