Carl Heymann Verlag GmbH is a specialist legal publisher based in Cologne, which is part of the media company Wolters Kluwer.

On October 1, 1815 Carl Heymann founded at the age of 23 years, a bookstore in Glogau (Silesia ). Later he expanded the bookstore to a publisher. In 1835 he moved to Berlin. 1846 Heymann was awarded by the Prussian king with the title of Kommerzienrates. The publisher began publishing collections of decision highest Prussian courts. 1862 died Heymann. 1871 took over his grandson Otto Löwenstein the publisher.
