Introduction

The requirement to coordinate the military air traffic in the controlled civil aviation environment in Europe, is a constant challenge to the safe and efficient use of the limited resource available airspace. Closest civil / military cooperation and direct coordination are essential to meet the mission statement for more efficient use of the airspace and at the same time being extremely gentle on the environment. To support this objective, CIMACT was purchased in Germany. In addition CIMACT is used by Belgium, Bosnia and Herzegovina, France, Norway, Portugal, the Russian Federation, the Netherlands, Slovenia, Turkey and NATO. Through the use of CIMACT continued to provide opportunities and possibilities for flexible use of airspace (Flexible Use of Airspace - FUA, Level 3 ) in accordance with Article 6.2 of the European Commission (EC ) No 2150/ 2005.

Development

CIMACT was developed by EUROCONTROL under the names ADMAR 2000 ADKAR and GAME since the 1980s in support of air traffic control, Air Policing, QRA etc. on behalf BMVg. Today CIMACT is maintained by EUROCONTROL Europe as a software tool. The model change of the German Air Force from 2000 to ADMAR CIMACT was completed in 2005. Software maintenance and software changes are done on behalf of all users States, where the copyrights are held by EUROCONTROL. The German rights to this software are under contract FMOD / EUROCONTROL ( A/13/D/HG/82, Article 8) regulated separately on 18 April 1983. The CIMACT software on commodity hardware, the specified minimum technical requirements, capable of running and available to Member States of EUROCONTROL and ECAC free of charge. The procurement of hardware is usually a national responsibility. On the basis of bilateral agreements or at the request of the CIMACT - user concerned EUROCONTROL may provide support. For reasons of availability and to improve the survivability of critical system components are redundant.

Note:

  • ADKAR - Elevated representation of KARLDAP radar data
  • KARLDAP - Karlsruhe Automatic Data Processing System
  • GAME - GEADGE / ADKAR Message Exchange
  • GEADGE - German Air Defence Ground Environment

Use in Germany

In Germany the system in addition to the stationary and verlegfähigen use in EinsFüDst Lw in the LWA, NLFZ SiLuRa, AFSBw, PPC and in the local air traffic control of the fighter squadrons will be used. With CIMACT the EinsFüDstLw has an independent of battlefield management systems second air layer, which is used in the context of aviation safety as a backup system in the control of aircraft. Other users are, inter alia, the Defence and the Interior Ministry as part of the fight against terrorism, the SAR control center Münster Situation Awareness and to determine the Initial Point Search And Rescue and the GFD - control center scorn for simulation / target representation. In Germany CIMACT is generally available for BOS.

CIMACT use in the CRC

CIMACT is suitable, Tactical Air Command and Control ( TACC ) missions in the NATO Control and Reporting Centre ( CRC) with a co -primary Recognized Air Picture (AP ) in the following jobs - Supported ( Working Positions WP):

CIMACT use in Jagdgeschwader

In the area of Jagdgeschwader / Hunting Season CIMACT can be used as follows:

SATCO - Senior Air Traffic Contro Officer TWR - Air Traffic Control Tower

Functionalities

CIMACT can absorb all available EUROCONTROL under the jurisdiction of RADAR - track data, location data and flight schedules of different data sources, IT - based process, taped together to form an air situation picture and pose with all the usual functions of air traffic control. In addition, the flight plans of aircraft may be provided to battlefield management systems available and linked to the tracks of the military air situation picture. The supply of sensor data for the air defense and air traffic control data of military sensors. Proprietary sensor data formats require prior conversion to the Europe standard ASTERIX data format (CAT ***). In this regard, the Air Force has a by the Federal Office for Security in Information Technology (BSI ) certified Advanced Security Gate Way ( ASGW ) with Radar Data Converter ( RACO ) function.

Additional functionality

As part of the Europe-wide introduction of the secondary radar interrogation European Mode S ( 24-bit codes 16,777,216 ) in the field of civil air navigation CIMACT was adjusted accordingly to process the additional data. Another feature " CIMACT Remote Access Capability " (video conference capability via ISDN) enables users to carry out the preparation and review of training missions of the Air Force "face- to-face / pilot -to- operator" using the CIMACT image. In support of the NATO project Co-operative Air space Initiative ( CAI) / Renegade Aircraft Investigation with the Russian Federation CIMACT has been extended accordingly. Since 2010 CIMACT has an intrinsic automated interface to the " EUROCONTROL Local And Regional Air sub - space management support system - LARA ". This system further Möglichkeite for more efficient use of the airspace opened.

ASTERIX CATs CIMACT

CIMACT can process the following ASTERIX ( ATC Standard ) categories (CAT ):

  • 000 - Time synchronization messages (reserved for MADAP )
  • 001 - mono Radar Data Target Reports, from a radar surveillance system to at SDRS (replaced by CAT048 )
  • 002 - mono Radar Service Message (replaced by CAT034 )

  • 252 - Session and service control messages ( used by ARTAS )

Note:

Messaging

The data transfer to the stationary CIMACT applications are handled directly by EUROCONTROL MAASTRICHT UACC or direct data connection to the next location of the DFS. In mobile use, however, the CIMACT data link is preferably implemented on 256-kbit/s-Zeitschaltungen, UMTS or DSL. To display a regionally limited CIMACT air situation picture, for example to 30 NM in support of the local air traffic control, data filtering can be carried out, in which case sufficient lower data transfer bandwidths. For reasons of availability and to improve the survivability of the data transfer of sensor data and flight plan data for EinsFüDstLw place separately through separate data connections.

IT security

CIMACT data are available only for reasons of safety authorities and organizations with security order. The confidentiality of this data is RESTRICTED. If CIMACT systems are rated higher than RESTRICTED, part higher -rated IT architectures are associated with such architectures or interfaces have higher priority IT architectures, the security gap high -to- low / red -to- black hedged accordingly. If CIMACT used in IT security fields from ZONE ll find the location, management and use -related conditions of use into account. Typically Security Operating Procedures and IT security concepts with support from the private sector to create case-related.

Development

The project is constantly updated according to the demands of the CIMACT users and further developed. The responsible decision-making body is the EUROCONTROL Multi National User Group CIMACT ( MNUG ). The decisions shall be adopted by consensus. The relevant competent national public authority and NATO are entitled to vote. MNUG Meetings are regularly in the EUROCONTROL Headquarters in Brussels, or be carried out on the proposal of CIMACT user in the user country concerned. For example, the seventh meeting in 2006 CRC DRACHEBRONN (France) and ninth Meeting 2007 in CRC MEASURING STETTEN ( Germany ) were carried out. The dates of the meetings MNUG be set (see Related links) promptly through the CIMACT - user portal / EUROCONTROL OneSky team. About this portal CIMACT generally accessible publications are available. Users of the Air Force can use the National User Group CIMACT ( NUG ) introduce amendments.
