Community Identification Number

The Official municipality key (AGS ), formerly Official municipality code ( TVC ), community or municipality key code number is a sequence of digits used to identify politically independent municipalities or municipality -free areas.

Other nomenclatures for the delimitation of areas, for example, the postal code or NUTS code. In marketing, also Nielsengebiete be used.

Germany

In Germany the municipality key is primarily used for statistical purposes and is assigned uniformly by the statistical offices of the Länder.

In the old federal states, with one exception, the "church key numbers " introduced during the year 1955, initially to avoid errors in the civil registration in municipalities same or similar name. A proposal was submitted to the end of 1953 of Schleswig -Holstein, which had the local statistics previously piloted and had good experiences. As part of local government reform in Bavaria, the municipality key were awarded scratch on 1 July 1972 in Bavaria.

The community is key, for example, specify the change of residence on the logout or login. However, it is usually entered from the respective registration office at City Hall.

Construction

The Official municipality key (AGS ) consists of a total of 8 digits, which are composed as follows:

  • The first two digits indicate the state ( see table below ).
  • The block of the third to the fifth digit identifies the county or county-level city, belongs to the community. The first five digits are therefore also referred to as a circle key. This shows the third digit in countries where there are government districts or have existed in the past, usually the district, while it is in other countries 0. In Baden- Württemberg the fourth digit also indicates to which regional association, the municipality belongs.
  • The last three digits finally distinguishes the municipalities within a county. In urban districts, there are three zeros at this point.

Regional key

Also, there is the twelve -digit regional key that has a similar structure, but in the four digits are inserted to encrypt the local government associations in comparison to AGS before the last three digits. The Official Statistics in Germany aims at the long-term replacement of the eight-digit AGS by the twelve -digit Regional Key.

The regional key is structured as follows:

1st - 2nd place = measure of the state of 3rd digit = number of the administrative district 4th - 5th digit = number of the circle 6th - 9th place = association key 10th - 12th = municipality code The 6th - 9th place standing 4-digit key association, has the leading digit on the nature of the community way:

In association free communities in the federation key of the 3-digit municipality key is indicated by the 0.

The key to regional associations of municipalities is nine digits ( shortened by the last three digits that identify the community).

From the regional key can be produced by omitting the sixth to ninth digit anytime the Official municipality key. Conversely, does it not usually because of the regional key contains additional information ( belonging to a community association ), or only when there is a union -free community (in this case by inserting the sequence of digits 0000 before the sixth digit of the official church key ).

Since 1 January 2009 the number sequence 0000 for union -free communities by 0, followed by a repetition of digits is replaced 10 to 12 ( community level ). This new encryption should accomplish the comprehensive definition or determination of the community association level. This union -free communities such as community associations are also in countries that do not have a classification in community associations, are discussed.

The key point 6 (the so-called t-Label ) is used to distinguish association, national communities ( Section 5), union -free communities (section 0) and community- free areas ( paragraph 9).
