Conference of Community and European Affairs Committees of Parliaments of the European Union

COSAC ( Conférence of the organ Spécialisés dans les Affaires Communautaires, German Conference of European Affairs Committees of national parliaments ) is a 1989 semi-annual Conference of the journalist specializing in EU affairs committees of national parliaments and the European Parliament. You should improve the cooperation between national and European parliamentary work.

This step was necessary after the exercise after the introduction of direct elections to the European Parliament in 1979, only a few French MEP a dual mandate in both parliaments.

The German Bundesrat is a member of the conference.

History

COSAC was 16-17. Founded in Paris in November 1989. Since the Treaty of Amsterdam, COSAC may submit contributions on the legislative activities of the European Union to the European Parliament, the Council and the Commission. This applies particularly matters relating to the implementation of the subsidiarity principle, issues of security and justice and fundamental rights. However, contributions of COSAC are still binding.

In 1991, COSAC was its own Rules of Procedure, which governs the process of their work.
