Control Commission of the Communist Party of the Soviet Union

The Central Control Commission of the Communist Party of the Soviet Union ( CPSU ) (Russian Центральная контрольная комиссия КПСС; transcription: Central Well Kontrolnaja Komissija KPSS: Abbreviation: ЦКК; transcription; CCC ) was from 1920 to 1934 and from 1990 to 1991 the highest control and disciplinary body in the hierarchy CPSU.

The Central Control Commission of the CPSU watched over the discipline and morale of the members and candidates of the party and that they followed the party program and the statute of the party. The Central Control Commission could assess penalties, including exclusion of the party. The Control Commission also discussed submissions of party members who had been disciplined by their local party organizations.

Predecessor party of the CPSU from 1918 was the Communist Party of Russia (Russian РКП ( б ); transcription: RKP (b)), the All-Union Communist Party in 1925 ( russ ВКП ( б ); transcription. VKP ( b )) was renamed and 1952 to the Communist Party of the Soviet Union (Russian КПСС; transcription: KPSS ). Accordingly, the Control Commission earlier then was also called Central Control Commission of the All-Union Communist Party.

1920 to 1921 there were only a Control Commission, which was divided in 1921 into the Central Auditing Commission (Russian Центральная ревизионная комиссия КПСС; Abbreviation: ЦРК; transcription: Central Well rewisionnaja komissija; ZRK ) and the Central Control Commission.

While the Central Auditing Commission was responsible for the financial control, the Central Control Commission was responsible for the control of the party discipline. According to the Statute of the CPSU members of the Central Auditing Commission were elected by the Congress. They could not be members of the Central Committee of the CPSU ( Central Committee of the CPSU ) at the same time.

By 1934, a respected member of the Politburo for two to three years, was elected chairman of the Central Control Commission, as they were not allowed to be members of the Central Committee of the CPSU at the same time. The Presidency of the Central Control Commission meant a great position of power in the party. Usually had members of the Politburo in the chair.

1934 to 1952 there was held the Central Control Commission of the Party Control Commission (Russian Комиссия партийного контроля при ЦК ВКП ( б ) Abbreviation: КПК; transcription: KPK ) and from 1952 to 1990, the Committee for Party Control of the Central Committee of the CPSU (Russian Комитет партийного контроля при ЦК КПСС ).

In contrast to the pre-existing Central Control Commission members were no longer elected at the party, but only confirmed by the Central Committee of the CPSU. In fact, they were determined by the Secretariat of the Central Committee of the CPSU.

From 1934 - 1946 the chairman of the Party Control Commission was also secretary of the CPSU Central Committee and member of the Organizing Bureau of the CC of the CPSU (Russian Оргбюро ЦК ВКП ( б ) ).
