Council–manager government

In the U.S. there are different forms of city agencies.

Council Manager Government

In the U.S., the council manager government system ( " Managing Government Council ") is the most common form of town council. Here, the population chooses a Council body 5-11, rarely more, city councilors. This is now called a council manager ( " CEO Council " ), alternatively known as City Manager ("city manager "). In the function of a Superintendent of the City Council This is attached via a freely negotiable contract of employment to certain obligations. The office of the superintendent is independent of the administration of the President of the Council and should, in most cases, independent of party politics (non -partisan ) be, even if it is widely accepted that this is in fact very difficult. In general, the Council President takes over the function of the community speaker, making it functionally the mayor. Therefore, it is common to call both representatives of the two-pronged city government to community leadership in information - the mayor ( Presidency) and the City Manager ( Management Chair).

Mayor Council Government

In addition to this delegating town council two forms of a Mayor Council government system exist ( " Mayor council government," transferred " Mayor of government "). Here, next to the City Council (city council) and a mayor ( mayor ) is elected directly. Depending on the task distribution in favor of the mayor, a distinction in a weak ( weak mayor or ceremonial form) or strong ( strong- mayor or executive form) form of city government president.

In the strong mayor government, the executive is solely in the hands of the mayor; He has held wide-ranging powers and determines all other administrative posts. In the weak mayor government are not only the legislative, but also the executive power in the City Council, which thus determines the next city ordinances and the administrative posts. The mayor has only ceremonial duties and acts as a community leader.

The strong mayor government is typical for larger cities, while the weak mayor government is typically found in small communities.

City Government Commission

The Mayor Council Government has the older City Commission government system ( " City Commission Government") largely displaced. There, the individual officials or department head of the town council were directly and frequently chosen individually, which was given to each city council election by a dedicated administrative posts. This kind of division of responsibilities between elected officials is similar to the Magistrate Constitution.
