Council of the Arab League

According to the Pact of the Arab League ( PLAS ), the Council of the Arab League is the highest decision-making body and the highest authority within the system of the Arab League.

Composition

The League Council shall be composed of delegates from all Member States which carry full voting rights. While the number of delegates per Member State is not defined, has each Member State - regardless of size and number of delegates - only one vote each. The meetings of the League Council must at least at the level of Foreign Ministers held (Article 5 /1 ( a) Rules League Council of 24 July 1973). Function

  • The Pact of the Arab League can be extended by a two- thirds majority vote by the Council.

Voting procedure

Each Member State has one vote. The voting procedure in the league council is governed by the Articles of Association of the Arab League and in the Rules of the League Council of 24 July 1973. The Council is a quorum if a majority of its members. A distinction is made in unanimous decisions, decisions by a two -thirds and by a simple majority. Only unanimous decisions are binding on all members, all others apply only to consenting States.

Sessions

The league council meets twice a year ( in March and September ) to an ordinary session. Extraordinary meetings are available upon request of at least two members. Basically, the body meets a secret, but he may meet in public at the decision. The decision expires secret, what is clearly contrary to the usual practice of other international organizations. The meetings will be officially convened by the Secretary-General and is typically found at the headquarters of the League in Cairo. The Presidency of the Council rotates at each session in alphabetical order of members.
