Drago Doctrine

The Drago Doctrine, developed by the Argentine Foreign Minister Luis María Drago international legal opinion. It was created as an evolution of the Monroe Doctrine of former U.S. President James Monroe.

The Drago Doctrine, which first wrote Drago in a note to the American Secretary of State, prohibits armed intervention of European states in the territory of American States for the collection of debt. Drago did not develop the condition laid down by Monroe rule of non-intervention in Europe, America continues.

The doctrine was presented at the Second Hague Peace Conference in 1907. It was the American delegate, General Horace Porter, picked up and was included in the " Second Hague Agreement concerning the restriction of the use of force in the recovery of contract debts", which is therefore also called Drago -Porter Convention.
