History

The legal basis for the operation of Eesti Televisioon and the public radio station Eesti Raadio are enshrined in the Broadcasting Act of 19 May 1994. The transmitters have, among other things mandated to promote Estonian culture to satisfy the information needs of all segments of the population with messages to archive events of public and cultural life permanently, and to strengthen national unity. The fulfillment of these tasks will be supervised by a nine-member Broadcasting Council, whose members are appointed by the Parliament.

The lion's share of the financing was provided by the state. Approximately 15% of these funds are raised indirectly through fees commercial broadcasters, the ETV thus compensate the waiver of television advertising. ETV was 1998-1999 and since 2002 no more television advertising, its low per-minute rates had previously threatened the existence of the commercial competitors. The introduction of the license fee has been considered several times, but this plan could not prevail.

From 1 January 1993 until its dissolution was the Eesti Televisioon full and active member of the European Broadcasting Union ( EBU). On January 9, 2006 ETV launched the news service ETV24 that spreads via the Internet, teletext and at night on the main channel messages.
