Such time is known under the name InseI system ( monastery rule ). His father, the Go- Sanjō - tennō, introduced this form in order to weaken the influence of the nobility at court. The monastic rule Shirakawa began when he left the throne his son, and took the reigns of his son, Horikawa - tennō, and his grandson, the Toba tennō on, both very young to the throne.

After his death, his grandson Emperor Toba took power, who already held the throne.
