Under Viktor Yanukovych, the Ukrainian government, however, had also set a goal to be signed in November 2013 an Association Agreement with the European Union, which was rated by observers as a definitive rejection of the Eurasian Union.

The planned association agreement has been suspended due to political differences between Ukraine and the European Union and the influence of Russia in November 2013. The government also announced plans to intensify economic cooperation with the Commonwealth of Independent States. This announcement led to riots in Kiev (see Euromaidan ) and finally to the overthrow of President Yanukovych and his government.

In September 2013 Armenia announced to join the Customs Union of Belarus, Kazakhstan and Russia. Experts estimate that a de facto accession of Armenia and the internationally unrecognized republic of Nagorno-Karabakh would be integrated.
