Francisco Sosa Wagner

Francisco Sosa Wagner ( born 1946 in Al- Hoceima ) is a Spanish jurist and writer. In the European elections in Spain in 2009 he was chosen as the top candidate of Unión Progreso y Democracia party in the European Parliament.

Biography

The son of a civil doctor spent his childhood in Melilla, until the family settled down in 1957 due to the independence of Morocco in Valencia. In this city he began his law studies, where he received his doctorate in 1971 after a research stay in Tübingen and Rome. His academic career, he initiated as assistant professors Eduardo García de Enterría in Madrid and Ramón Martín Mateo in Bilbao. In 1976 he became a professor at the University of Oviedo. Even before the transition in Spain, he began to get involved in politics and was a member of the Socialist People's Party ( Partido Socialista Popular).

In 1981 he became a member of the Commission of Experts, chaired by Eduardo García de Enterría held, and whose job it was, the political and administrative decentralization in Spain to design, which would then lead to the formation of the Autonomous Communities ( Comunidades Autónomas). The victory of the Spanish Socialist Workers Party ( PSOE) in the general elections in 1982 led him to the post of Ministerial Director in the Ministry of Public Administration, where he worked 1982-1987. At this time he also participated in the drafting of the state constitution of Asturias.

Since the 80s he has been Professor of Public Law at the University of León, where he had to examine, among other things, the thesis of José Luis Rodríguez Zapatero of the state constitution Castilla y León.

After he had been absent for years of active politics, he took part in 2007 in various events the newly formed party in Catalonia Ciutadans de Catalunya. On 2 June 2008, his candidacy was announced for the European Parliament in the list of Unión Progreso y Democracia, to then be selected as the sole candidate of that party to European Parliament on 7 June 2009. Currently he is a member of the non-attached in the European Parliament and is a member of the Committee on Industry, Research and Energy.

In October 2008, he was inducted into the International Academy of Comparative Law.

His numerous publications cover various aspects of public law and European history. He has also published several novels and essays published, including two volumes on the most important teachers of German public law, as well as a journey through the public law of the German 19th and 20th century.
