Group of States Against Corruption

GRECO (French Group d' etats contre la corruption, . Engl Group of States against Corruption ) is a Group of States. It was founded in 1999 by 17 members of the Council in order to combat corruption in Europe. GRECO has 49 members (as of December 5, 2011 ), of which 48 European countries and the United States. The EU is considering a membership.

The ratification of the Criminal Law Convention on Corruption of the Council of Europe is not a condition for membership in GRECO.

Operation

The GRECO shall adopt at its first session from 4 to October 6, 1999 Rules of Procedure, which have since been continuously supplemented.

Cardinal instrument for verifying the fight against corruption is the country report. This is the basis of questionnaires and on-site inspections. The draft report will be adjusted and finalized together with the audited Member State. Then the report in plenary GRECO is discussed and adopted. The report and any recommendations are confidential. With the approval of the audited Member State they are published.
