Halis Öztürk

Halis Öztürk (Kurdish: Xalis BEGE Sîpkî, Turkish Sipkanlı Halis Bey, * 1889 in Tutak / Ottoman Empire; † 24 September 1977) was a Kurdish tribal leaders and Turkish politicians.

Life

Halis Öztürk was born in Tutak in Sandzak Bayazid the vilayets of Erzurum. His father Abdulmejid Bey was the leader of the Sipkan strain and a commander of the Hamidiye.

In 1927, when the second Ararat rebellion broke out, Halis Öztürk joined the uprising and played an important role. According to Mehmet Ali Kislali he was a leading rebel who began the uprising. Halis Öztürk was arrested, but then fled when he should be brought from Erzurum to Trabzon. Later Halis Öztürk took part in negotiations with the Turkish government as a representative of the Republic of Ararat. But the rebels were defeated and he fled across the border to Iran.

Later he was able to return in an amnesty in Turkey, where he became a member of the Parti Democrat was. He was elected three times as MP for the province of Ağrı in the Turkish Parliament (1950-1954, 1954-1957 and 1957-1960 ).

After the military coup of 27 May 1960, he was arrested and placed in the Yassıada processes in court. Because of his poor knowledge of Turkish Halis Öztürk said in court in a mixture of Turkish and Kurdish. He was accused of violence and non-compliance with the Constitution. In this indictment down, he said, Mr. Judge, I swear to God, if I had known that it was constitutional under our feet, I would not have it trampled.

He was sentenced to 10 years in prison, which he served on Yassıada and then in Kayseri. His cellmate Abdülmelik Fırat Öztürk Halis described as a " clever and witty man." Another resident, Samet Ağaoğlu, son of Ahmet Ağaoğlu, later said in his memoirs that Halis Öztürk answered every question witty and contemptuous in his local dialect. He died on 24 September 1977. Öztürk had three wives, 13 daughters and 7 sons.
