As Hechaluz (Hebrew for The Pioneer ) in 1917 established a Zionist World Federation was called, which set itself the goal of Jewish immigration to Palestine ( Aliyah ) and prepare them to organize ( Hachshara ).

On December 16, 1922 German national association was founded, who summarized all working in Germany Chaluzim. Member of the German national association could be anyone, who learned an agricultural, craft or any other essential for the development of Palestine Occupation or exercised and could be integrated into the Jewish workers in Palestine after the founding principles. The German Hechaluz went on in Division I of the Palestine Office in November 1938.
