High Representative for Bosnia and Herzegovina

The High Representative for Bosnia and Herzegovina monitored since 1995 by Resolution 1031 of the UN Security Council, together with the his subordinate office of the High Representative (English Office of the High Representative, OHR, German also OHR ) the implementation of the civilian aspects the Dayton Agreement. Current incumbent is the Austrian diplomat Valentin Inzko.

Office

The High Representative represents the international community in the form of the United Nations in Bosnia and Herzegovina. The Office of the High Representative is responsible for all of six months before the representatives of the foreign ministries of more than 50 states, known as the Peace Implementation Council, which appoints the High Representative formally. He has extensive authority, he may dismiss democratically elected officials, enact laws and create new authorities. From 2002 to 2011, the High Representative was also EU Special Representative for Bosnia and Herzegovina. The power of the Office of the High Representative to overrule all democratic institutions, was described as " free and fair" elections judged not limited also by generally.
