The action takes place in 1993, after the Gulf War. Saddam Hussein wants to take revenge on the U.S. and humiliate her in by letting the exchange kept in the National Archives Original Declaration of Independence by an almost perfect copy, in order to publicly burn on July 4, the American national holiday.
