Instrument for Pre-Accession Assistance

Instrument for Pre -Accession Assistance (English Instrument for Pre - Accession Assistance ), short IPA is a financial instrument of the European Union, to promote reform of the accession canditates.

The instrument was established by Regulation ( EC) No 1085 /2006 of 17 July 2006 and replaced since 1 January 2007, existing to Dato PHARE, SAPARD, ISPA and CARDS programs, as well as the pre-accession financial assistance to the Turkey. Thus, the IPA provides a unified and streamlined framework.

The assistance will be provided for the potential candidate countries on the basis of the European Partnerships and the candidate countries on the basis of the Accession Partnerships. For the period 2008-2010, including 2007, the funds of the IPA amounted to EUR 5740.6 million.
