The Schleswig-Holstein Landtag is the state parliament of Schleswig- Holstein. It thus takes in the political system of Schleswig-Holstein on the role of the legislature. His parliamentary functions and its composition are generally governed by Article 10 of the State Constitution. The Parliament is elected for five years; it determines the Prime Minister ( currently Torsten Albig ) of Schleswig- Holstein, and similar to other state parliaments are his main responsibilities in the areas of Education, Culture, Planning and domestic policy.

Current composition and committees

The Diet consists according to the state election Schleswig-Holstein in 2012 from the June 5, 2012 from the following political groups: CDU (22 seats ), SPD (22 seats), Alliance 90/The Greens (10 seats), the FDP (6 seats ) Pirate Party (6 seats ) and SSW (3 seats).

The Diet currently has the following parliamentary committees: domestic and legal, finance, education, environment and agriculture, economic, social, petition and Europe.

Suffrage

Since 2000, the parliament with a modified proportional representation with two votes and five- percent threshold, similar to the federal election, elected. 2012 attracted 35 candidates with a direct mandate, another 34 were elected on a national list.

The SSW is excluded as a representation of the Danish minority in the outcome of the negotiations before the Bonn- Copenhagen Declarations of the five-percent hurdle. An action of the National Association of Schleswig- Holstein of the Junge Union against this scheme was rejected by the Schleswig- Holstein State Constitutional Court judgment of 13 September, 2013, the order the special position of the SSW in the election law confirmed.

Building

The seat of parliament is since May 3, 1950, the country house of Kiel. It was built in 1888 as the Naval Academy of the imperial navy. Restoration was done several times, most recently a new plenary hall was completed to a design by the Hanoverian architect team Anja Brüning and Wolfgang -Michael Pax in April 2003.

In the years 1946 to 1950 the state legislature met in Kiel ( City Theatre, Dairy Research Institute, Pedagogical Academy ), in Lübeck Town Hall, in Flensburg and Eckernförde.

Special

At least three times (1979, 1992, 2009) were represented in the parliament opposition parties more votes (but less seats in the Landtag ) to unite as the ruling party (s).

The distribution of seats in 2009 elected Landtag was legally challenged by several opposition parties, as the limitations of compensatory mandates contradict their opinion of the state constitution. 30 August 2010 then declared the country's Constitutional Court, the right to vote is not compatible with the state constitution, but for other reasons ( the high magnification of the Diet by the assigned overhang and on compensatory seats violates the established in the state constitution parliament size of 69 deputies ). The right to vote had therefore changed to May 2011 and the parliament are elected by 30 September 2012 after the new election law. CDU, SPD and FDP then decided to reduce the number of direct mandates from 40 to 35 and swept against the resistance of the other parties, the parliament set size from the Constitution to resolve the unconstitutionality. In May 2012, was elected to the new electoral law.

Historical Overview

Before the state election in Schleswig -Holstein in 1947 was an official appointed by the British military government appointed parliament as a direct predecessor. Until the dissolution on 1 January 1934 in the former province of Schleswig -Holstein was the provincial Landtag Schleswig -Holstein since 1868 worked as a self-governing body.
