Due to the incursions of the Russian army, the last country president had repeatedly hit outside his official residence of Bukovina. He officiated in Vatra Dornei, then in Cluj (both in the Kingdom of Hungary), and then in Prague ( Kingdom of Bohemia ) and Stanislav ( Kingdom of Galicia ), last but again in Czernowitz. On November 6, 1918, he handed over the presidency to representatives of Ukrainian and the Romanian population of Bukovina, as the crumbling imperial Austria in balancing the different national interests and demands of the population of Bukovina was to expect no help.
