Louis Galea

Louis Galea ( born 1948 ) is a Maltese politician of the Nationalist Party, a longtime former minister and former Speaker of the House ( Speaker of the House).

Biography

Career, Member of Parliament and Secretary General of the PN

After school he studied the law, which he first graduated with a Bachelor of Arts. After his Doctorate of Law ( LL.D. ), he worked as a lawyer. In addition, he was occasionally a lecturer at private and state schools and most recently a lecturer at the University of Malta.

Already during his studies he joined the Nationalist a party. Together with Michael Frendo 1968 he was one of the organizers of the national campaign led by students " Djar ghall - Maltin " ensure affordable housing and land planning after the independence from the United Kingdom ( homes for the Maltese ), which had the goal. In addition, he was in 1969 president of the Catholic Student Guild. He was first secretary and in 1973 president of the student council ( Students' Representative Council ) at the University of Malta in 1972.

His real political career he began in 1971 when it was first, but unsuccessfully for the Nationalist Party ( Partit Nazzjonalista ) for a seat in the House of Representatives candidate. In the elections of 1976 he was elected as Members of Parliament and each re-elected at the subsequent elections of 1981, 1987, 1992, 1996, 1998 and 2003. Just a year after his election to the Galea was elected in 1977 next to the new party chairman Edward Fenech Adami General Secretary of the Nationalist Party. During his term of office lasting until 1987, he was instrumental in the creation of new party organizations in Malta and Gozo. In addition, in this period were the establishment of women's and youth organization of the PN, as well as the establishment of a secretariat for workers, thereby strengthened to compete with the Malta Labour Party led by Prime Minister Dominic Mintoff.

Minister and Speaker of Parliament

Following the election of 1987 and the victory of the Partit Nazzjonalista he was appointed by Prime Minister Fenech Adami on May 12, 1987 Minister of Social Affairs in the Cabinet. In this office he introduced a training program for unskilled workers (Auxiliary Workers Training Scheme ), which were previously employed illegally. However, it came here by renting trucks, cranes, bulldozers and other heavy construction equipment from private contractors to massive expenditures in the audit report ( Auditor General 's report) were described as being outside the normal budgetary control in 1990. It was particularly alleging that the construction companies involved in the constituencies of Galea were established. After the next election, he was on 27 February 1992 Minister of the Interior and Minister of Social Development in Fenech Adami's second government. As such, he sat by the transformation of Corradino Prison in a reformatory ( Correctional Facility). The Office of the Minister of the Interior he retained until his replacement by Tonio Borg on 1 May 1995, while he headed the Ministry of Social Affairs until the election defeat in October 1996. In 1994, the agency 's anti-drug and alcohol abuse was established, and at the same time adopted the program for the social welfare development.

After re- election victory of the PN 1998 he was appointed on 8 September 1998 by Prime Minister Fenech Adami in his third cabinet to the minister of education. This office he retained as Minister of Education, Youth and Employment in the subsequent government of Prime Minister Lawrence Gonzi on 23 March 2004 to March 2008. In this office, he began a reform of the Maltese education system. As such, he led a so-called Educational colleges and a reform of the school exam. Furthermore, it kept junk food in schools ban. Finally, in his tenure was the establishment of the Malta College of Arts, Science and Technology ( MCAST ). During his tenure as education minister to him but also to participate in the embezzlement of public funds of the Foundation for the schools of the future (Foundation for Tomorrow's Schools ) was accused. Following the resignation of the Prime Minister and Chairman of the PN, Eddie Fenech Adami, in February 2004 he applied also to its successor as party leader, but lost this Lawrence Gonzi and another candidate.

In the 2008 elections he could not again defend his seat, although he stood in the constituency 6 second only to the then Minister for Social Affairs John Dalli and thus retired from the Cabinet. Successor as Education and Culture Minister Dolores Cristina was.

Nevertheless, he was elected as the successor of Anton Tabone to the Speaker of the House ( Speaker of the House) on 10 May 2008 and sworn in on 9 May 2008 as a speaker.

The Office of the Speaker, he held until April 19, 2010. Successor as Speaker of the House on 29 April 2010, the former Foreign Minister Michael Frendo.
