Measuring Instruments Directive

The Directive 2004/22/EC on measuring instruments is a European Union directive. It was published on 30 April 2004 in the Official Journal L 135 of the European Union and thereby entered into force on the same day. However, their application is carried out by the Member States of the European Union until 30 October 2006 and there will be an expected ten -year transition period.

Colloquially, it is referred to as measuring instruments directive or Measuring Instruments Directive (MID ).

According to the current German calibration law, a manufacturer may place on the market a calibrated measuring instrument subject only if he has received an approval for the type and each unit is calibrated. If the MID is implemented over the next two years through an amendment to the calibration law into national law, the manufacturer can choose between different conformity assessment procedures. The traditional role of the state as auditors and certifiers take over so-called Notified Bodies. These are named for the certification of products, but also for the recognition and supervision of quality management systems and worked for these tasks from the competent national ministries.

Content of the European Measuring Instruments Directive is imposing requirements, which must meet the ten types of measuring instruments:

  • MI -001 water meter
  • MI -002 gas meters and volume
  • MI -003 electricity meters for active energy
  • MI -004 heat meter
  • MI -005 Measuring systems for continuous and dynamic measurement of liquids other than water (flow meter )
  • MI -006 -automatic weighing instruments
  • MI -007 taximeter
  • MI 008 Material Measures
  • MI -009 instruments for measuring lengths and their combinations
  • MI -010 exhaust gas analyzers

In view of her in placing on the market and / or putting into service and measurement tasks from one of the following reasons:

  • The public interest
  • Health
  • Public safety and order
  • Environmental
  • The collection of taxes and duties
  • Of fair trading

Transposition into national law

Germany

For the implementation into German law there was on 2 February 2007 an amendment to the Verification Act ( published under Gazette I No. 3 of 7 February 2007 p 58). Furthermore, an adaptation to the recent case law of the Federal Constitutional Court was made and updated descriptions of the federal ministries.

In addition, the calibration procedure and the guidelines will be affected for the calibration of measuring instruments. These reactions are elaborated by the Federal Ministry of Economics and Technology and are currently still under discussion. Various interest groups try to exert their influence on law.

The Eichordnung was adjusted with regulation of 8 February 2007.
