Nationale Plattform Elektromobilität

The National Platform for Electric Mobility (NPE ) is an advisory body of the German Federal Government for electric mobility. It is comprised of top industry representatives (10 members), politics (6) science ( 3), associations ( 3) and trade unions ( 1) together. It was launched at a meeting with German Chancellor Angela Merkel on May 3, 2010. The aim of the platform is to make Germany in 2020 not only the leading market, but also the leading supplier for electric mobility.

The federal government has allocated 500 million euros through the Federal Ministry of Economics and Technology to promote electric mobility. In order to coordinate the "Joint office electric mobility of the Federal Government ( GGEMO )" was founded. This works closely with the National Platform for Electric Mobility.

History

The foundation for the promotion of electric mobility in Germany was in the Integrated Energy and Climate Programme ( IEKP) of the Federal Government established by 2007. Concrete measures were first discussed in the context of the National Strategy Conference on Electromobility the end of 2008 in Germany. First programs were brought to the beginning of 2009 on the road as part of the economic stimulus package. Previously had 2015 an industry consortium committed within the framework of the Innovation Alliance LIB to invest 360 million euros for research and development of lithium -ion batteries in the next few years.

As part of the economic stimulus package were of the Federal Ministries of Economics and Technology ( BMWi), for Transport, Building and Urban Development ( BMVBS), for the Environment, Nature Conservation and Nuclear Safety ( BMU), for Education and Research ( BMBF) and for Food, Agriculture and consumer Protection ( BMELV) funding in the amount of EUR 500 million for projects in 15 topic areas advertised. Projects are coordinated by the respective promoters of the ministries, for example, by VDI / VDE - IT as promoters electric mobility of the BMU.

In September 2009, Federal Research Minister Annette Schavan opened the forum electromobility as part of the System Research for Electromobility the Fraunhofer-Gesellschaft. The Forum will focus the research of the 33 participating Fraunhofer Institute in cooperation with industrial partners. The hub of the Fraunhofer System Research to Darmstadt. The promotion of the project is carried out until 2011 by 30 million euros from the economic stimulus package II This represents the first implementation step of the National Development Plan for Electric Mobility dar.

The National Development Plan for Electric Mobility has become increasingly a top priority in the Chancellery. On 1 February 2010, the " Joint office electric mobility of the federal government " has been set up under the auspices of the Federal Ministry of Economics and Technology and the Federal Ministry of Transport, Building and Urban Development. When he begins work, the establishment of the National Platform for Electric Mobility was announced, which was provided as solemnly proclaimed on May 3, 2010 at the Chancellor's Office with the main representatives of the industry.

In the wake of the German industry pledged to set up company and cross-industry working groups and the creation of an interim report by the end of November 2010. Coordination committees of NPE could rely on the professionals of the existing working groups of the German Commission for Electrical Engineering ( DKE ) at the Association for Electrical, Electronic and information Technologies (VDE ) support. The VDE Congress " e -mobility" in Leipzig on 8/9 November 2010 was used for the technical coordination from which the interim report for the federal government has been derived that describes the overall state of development and the expectation of representatives from industry and research.

In the second interim report, the development opportunities are präzisisiert and proposed funding for project proposals. The industry believes that the goal of 1 million cars in 2020 can not be achieved with current promotion.

At the International Conference of the Federal Government for electric mobility at the 27th and 28th May 2013, the representative of the Government confirm the targets and provided subsidies and incentives.

Tasks

Questions such as "Standardization and Certification" or " materials and recycling " are dealt with in seven working groups, each with about 20 representatives. The working groups are coordinated by the steering committee, the mainly belong to the chairmen of the working groups and representatives of the federal government. The National Platform for Electric Mobility has the mandate to develop concrete proposals to achieve the objectives of the National Development Plan electromobility. On 30 November 2010, a first interim report was published. The second interim report was published on May 16, 2011.

The working groups deal with the main topics:
