Nicanor Duarte
Óscar Nicanor Duarte Frutos [ Nicanor Duarte Frutos ] ( born October 11, 1956 in Coronel Oviedo ) is a Paraguayan politician and lawyer. He was of 15 August 2003 to 15 August 2008, President of Paraguay.
Duarte was born on 28 July 1971 at the age of 14 years, a member of the Colorado Party. He studied until 1984 Law at the Universidad Católica Nuestra Señora de la Asunción and to 1989 Philosophy at the Universidad Nacional de Asunción. There followed in 1992 a post-graduate studies in political science at the Universidad Nacional and the Hanns Seidel Foundation.
Originally a lawyer and professor of sociology and ethics, he worked from 1980 to 1991 as a columnist and journalist for the daily newspaper Ultima Hora and was Minister of Education under the governments of Juan Carlos and Luis Ángel González Macchi Wasmosy.
Duarte Frutos was dated August 15, 2003 to August 15, 2008 Acting President of the Republic of Paraguay, after his party, the Colorado, on April 27, again in 2003 could decide the presidential election itself. He opened the conservative Colorado Party slightly to the left towards the center and ran a seesaw policy between the left- ruled states of South America and the USA. During his inauguration Fidel Castro was among the guests - the first visit of the Cuban president in Paraguay.
During his 15 August 2008 ended tenure Duarte was able to achieve only moderate success in overcoming the severe economic crisis, such as an increase in GDP, a reduction of the national debt and overcoming the chronic budget deficit. Since this development, however, is not directly reflected on parts of the population in an improvement of the living conditions, Duarte lost in the course of his term of agreement, with missing jobs, the area of internal security and corruption represent key points of criticism.
In 2007 Paraguay participated under his government in the establishment of the " Bank of the South ," which purports to be an alternative to the World Bank.
He is married to María Gloria Penayo and has six children.
