Three years after the commissioning of the first destroyer Bainbridge class and the Truxtun class a Commission headed by Rear Admiral George A. Converse was founded, which dealt with the future requirements of the destroyers of the U.S. Navy. One result of the Commission was the use of steam turbines instead of the triple - expansion engines used to date.

The first units which have been influenced by the work of the Commission, were also mentioned Flivvers 740 ts- destroyer Paulding - class and the previously built Smith class. In addition to changing the drive, the number of 3 was " guns increased from three to five and the 18 " torpedoes in individual tubes were replaced by three twin tubes. A compared to the first destroyer classes increased foredeck and the longer fuselage improved the seaworthiness of the destroyer. In contrast to the five coal-fired units of the Smith -Class units of the Paulding class were fired with oil and had more power. Due to the oil furnace and the power increase, the destroyers were lighter and faster than their predecessors.

The construction contract was awarded to William Cramp shipyards & Sons, New York Shipbuilding and Bath Iron Works, who had already built the destroyer of the Smith class. Added to this were the yards Newport News Shipbuilding and Fore River Shipbuilding Company. Within the class there were different combinations of the propulsion system. DD 24 - DD- 27 and DD -30 and DD -31 had three instead of four chimneys.
