The Pico 31 de Março is ( Portuguese for summit of 31 March) with 2973 meters, the second highest mountain in Brazil. It is located in the massif of Pico da Neblina, the highest summit in Brazil, from the latter via a saddle only 687 meters away, in the hill country of Guyana in the northwestern state of Amazonas, near the southern border of Venezuela. The Venezuelan name is Pico Phelps, as a tribute to the ornithologist William Henry Phelps, Jr..

The name of the mountain was given by the military expedition that ascended to the summit for the first time. It is derived from the date of the military coup in Brazil in 1964 and has not changed even after the end of the military dictatorship in 1985.

Up to a recent survey in 2004, a peak altitude of 2992 meters was assumed.
