President of Kyrgyzstan

The President of the Kyrgyz Republic ( Kyrgyz: Кыргыз Республикасынын Президенти ) is the head of state of Kyrgyzstan. Almazbek Atambayev is Acting President.

History

Established the Office on October 27, 1990 in the wake of independence from the Soviet Union. First Askar Akayev was incumbent who left office during the Tulip Revolution in 2005. His successor Kurmanbek Bakiyev was forced to resign by another popular uprising in 2010 also.

Constitutional position

According to Article 60 of the Kyrgyz Constitution, the President is the head of state. He is the symbol of the unity of the people and the state.

Competencies

From 1990 to 2010, the President had a relatively strong position with far-reaching powers in the political system. In the current Constitution of 2010, the powers of the President, however, were severely curtailed, making this the most part only representative tasks has.

According to the Constitution, the President has, among others, the following responsibilities:

  • Signing and promulgation of laws passed by Parliament
  • Convening of special sessions of the Parliament in the event of problems that need to be addressed
  • Right to speak at meetings of the Parliament
  • Appointment and dismissal of members of the Government in the field of defense and national security
  • Supreme command of the armed forces of the country
  • Conferring state awards
  • Awarding of honorary titles
  • Ceremony highest military and diplomatic ranks and other special titles
  • Granting of pardons

Choice

The president is elected by direct vote for a term of 6 years. Re-election is not possible. Up to two rounds are provided for the election. Should the candidate fail the absolute majority of at least 50 percent of the vote in the first round, so a re- runoff with the second-place candidate is required.

In order to participate in the election must be citizens of the Kyrgyz Republic a candidate, as well as master the Kyrgyz language. He must not be younger than 35 and not older than 70 years. In addition, the candidate must have a permanent residence and live at least 15 years in the country. The number of candidates in an election is not limited. To register with the election successful, a candidate must collect at least 30,000 signatures of support.

Resignation

If the President is out of office prematurely divorce (eg due to illness or death ), the Speaker of the Parliament takes over as the official duties until a new president elected. Elections are then carried out within 3 months from the date of withdrawal.
