Private Security Company Association of Iraq

The Private Security Company Association of Iraq ( PSCAI ) was a non-profit organization of about 40 private security and military companies that were active in the wake of the Iraq war from 2004 to 2011 in Iraq.

The core functions for its members included here:

  • The regulation of the legal basis for the activities in Iraq
  • Granting / renewal of valid licenses to its members
  • The issue of firearms rights certificates to carry their weapons in Iraq
  • Granting of licenses / permits driving of all kinds for Iraq

For the work of its members had negotiated the PSCAI with the U.S. administration in Iraq and the Iraqi government a criminal immunity modeled after the U.S. Army. Through the so-called "Memorandum 17 " of the U.S. administration, members of the PSCAI thus operated in a legal gray zone: immune to Iraqi law and unmolested by U.S. courts.

The PSCAI worked closely with the following government organizations in Iraq together: Iraqi Ministry of Interior ( MOI), U.S. Embassy Regional Security Office ( RSO), Joint Area Support Group Central ( JASG C) Security Directorate, Multi - National Division - Baghdad ( MND - B) Reconstruction Operations Center ( ROC) Directorate, USAF International zone Police, Project & Contracting Office (PCO) Logistics, Logistics Movement Control Center ( LMCC ), and the joint contracting Command Iraq ( JCCI ).

Following the complete withdrawal of U.S. troops, the PSCAI disbanded on 31 December 2011.
