Reinhard Höppner

Reinhard Hoeppner (born 2 December 1948 in Haldensleben ) is a German mathematician, politician ( SPD) and author. From 1994 to 2002 he was Minister President of Saxony -Anhalt.

Life and career

As the youngest of three children of a Protestant pastor, Reinhard Hoeppner grew up in Magdeburgerforth and Prösen. He participated as students participate in the International Mathematical Olympiads 1966 and 1967, where he received a silver or gold medal. After graduation in 1967 at the EOS Elsterwerda he studied mathematics at the Technical University of Dresden and graduated in 1971 with a degree in mathematics. In 1976 he received his doctorate externally at the same university with a thesis on " Focus statements for advanced Submarkoffsche operators" Dr. rer. nat. From 1971 to 1989, Hoeppner lecturer and Head of Department of Mathematics Literature in the Akademie-Verlag, Berlin. From 1990 to 2006 he served as a politician in various offices since 1980 and volunteer in leading positions in the field of the Evangelical Church of the Church Province of Saxony active ( President of the Synod from 1980 to 1994 ). Since 2006 he has devoted himself mainly to his volunteer work and his journalistic activities.

Reinhard Hoeppner is married to Renate Hoeppner, the Protestant pastor in the Cross community in Magdeburg. The couple lives in Magdeburg and has three grown children.

Political career

In December 1989, Hoeppner joined the newly formed SDP of the GDR and was with the unification of East and West German Social Democrat member of the SPD. Hoeppner was four times the top candidate of his party in Saxony -Anhalt and eight years - 1994 to 2002 - Minister President of Saxony -Anhalt. From 1990 to 2002 he was a member of the party executive of the SPD. He is also a member of the Board of the Forum East Germany the Social Democrats.

People's Chamber 1990

In March 1990, Hoeppner was a member of the first freely elected People's Chamber of the GDR. Contrary to an informal agreement between the coalition parties Hoeppner was not elected President of the People's Chamber, but vice-president. In this role, he led the particularly difficult sessions, with him zugutekam his parliamentary experience as President of the Synod. Since the first federal election in 1990 until the election of 2006 Hoppner was a member of the Landtag of Saxony- Anhalt. In the first term, he was leader of the SPD parliamentary party and opposition leaders.

Magdeburg model

At the regional elections of 1994 Hoppner was a candidate for the second time after 1990 as the leading candidate of the SPD. In these elections, the SPD was able to achieve significant gains and reached 34.0% of the second votes only 0.4 percentage points less than the CDU. Since the FDP was eliminated with 3.6 % ( -9.9 percentage points ) from the parliament, it was for the previous Prime Minister Christoph Bergner (CDU ) is no longer working majority. Instead, it came to coalition negotiations between the SPD and the Greens on the formation of a minority government that were successfully completed within a few days. On July 21, 1994 Reinhard Hoeppner was elected in the third ballot for prime minister. At the regional elections of 1998, the SPD was able to expand their share of the vote ( 35.9 % ), while the CDU suffered significant losses (22 %). After coalition talks between the SPD and CDU had failed, the toleration continued under a one-party government with the SPD Reinhard Hoeppner as Prime Minister.

Volunteering

Church in the GDR

Hoeppner was from 1972 to 1994 a member of the church board of the Evangelical Church of the Church Province of Saxony and 1980-1994 President of the Synod of the Church Province of Saxony. During the 1980s, he was instrumental in the design of the conciliar process and represented the Church of the East and on the Ecumenical Assembly in Basel in 1989, which he also prepared.

German Protestant Church

Since 1994, Hoeppner is a member of the board of the German Protestant Church Congress and was from 2001 to 2007 member of the board of the Bureau. Hoeppner was president of the 31st German Protestant Church Congress in Cologne in 2007.

Awards

In recognition of his achievements in the teaching of science, politics, culture and religion, he received an honorary doctorate from the University of Paderborn in 2009. Hoeppner was awarded the Federal Cross of Merit.
