Dismissal refers to the premature recall from office or order, the recall of the diplomatic mission of a political office or from a social office.

Diplomacy

The dismissal of ambassadors carried out with presentation of the dismissal letter to the foreign head of state is, if not the person of the Prophet concerning ( Persona ingrata ), the severance of diplomatic relations.

Policy

The people right dismissal allowed to dismiss a political body or individuals before the end of the term of office of their ministry in different countries and their states by collecting signatures and optionally a subsequent referendum. The dismissal may thus lead to new elections of the legislature (eg a Parliament ), the executive ( for example, a mayor ) or the judiciary ( for example, a single judge ).

Situation in Switzerland

In the Swiss cantons of Bern, Uri, Schaffhausen, Solothurn, Thurgau and Ticino allowed this right of the people to force early elections to the cantonal government by collecting a certain number of signatures.

In the same cantons with the exception of Ticino may also be required prior to the expiration of the term of the dismissal of the cantonal parliament.

At the municipal level, there is the premature removal of the communal executive in the cantons of Uri ( quorum: at least 10% of the electorate ) and Ticino ( quorum: at least 30% of the electorate ).

The right of recall was a classic demand of the Democratic Movement of the 19th century and accordingly formerly more widespread. The age of four relatively short tenure of the authorities on the one hand and the time and organizational effort for collecting the signatures up to the date of the referendum on the other hand are of course the exercise of this right of the people more accommodating; is it only very rarely been applied. On the occasion of amendments to the constitution, it has therefore been deleted recently in the cantons of Lucerne, Canton of Basel-Landschaft and Aargau out of the cantonal state law.
