Rinchinnyamyn Amarjargal

Rintschinnjamyn Amardschargal (Mongolian Ринчиннямын Амаржаргал; born February 2, 1961) was Prime Minister of Mongolia of 30 July 1999 to 26 July 2000.

Life

Academic career

Amardschargal was born in 1961 in Ulaanbaatar. He speaks fluent Russian Mongolian and English. He attended the Plekhanov Institute of National Economy in Moscow and in 1982 earned a degree in financial economics. From 1981 to 1982 he attended also the evening high school of Marxism- Leninism.

He then worked in Mongolia until 1983 when the Central Council of Mongolian Trade Unions. From 1983 to 1990 he taught at the Military Institute from 1990 to 1991 at the Technical University in Ulan Bator. From 1991 to 1996 he was director of the University of Economics. In 1994, he began a one-year postgraduate course on the economics of the market economy at the University of Bradford, where he graduated in 1995 with a Master of Science in Macroeconomic Policy and Planning. At a state visit in March 2000, he was awarded an honorary doctorate from this university then. He also carries a title as an honorary doctorate from the Academy of Management and an honorary professor at the Military Academy in Ulan Bator.

2003 Amardschargal worked as a visiting professor at the Institute for Economic Research at the University Hitotubashi in Japan.

Political career

Amardschargal was already involved at the very beginning of the movement for the democratization of Mongolia. He was a founding member of the New Progress Union and the National Progress Party. He also helped them with some other parties to the National Democratic Party ( MNDP, Mongol Ündäsnii Ardqilsan Nam ) to unite. For this he was elected in 1996 in the Great State Khural - (Parliament).

In April 1998, he was Secretary of State under Tsakhiagiin Elbegdorj. In September the same year, he was according to an agreement between the ruling coalition and the President almost prime minister, but failed in a close vote in Parliament. His position as foreign minister, he practiced from then until in December, was forced to resign as Elbegdorj.

He became chairman of the MNDP 1999. On 30 July of the same year Amardschargal was still prime minister. His term lasted less than a year to 26 July 2000, when the Democratic Party were defeated in the parliamentary elections. Due to a time still applicable clause in the Mongolian Constitution he had to resign from the parliamentary seat for the start of his reign activity. Also in 2000, the combined MNDP and the Social Democratic Party ( MSDP ) to the Democratic Party.

Since 2004 Amardschargal again holds a seat in the national parliament.

Amarjargal Foundation

In 2001, the Amardschargal Amarjargal Foundation. This is a non-governmental organization which promotes a transparent and open society, and studies in the fields of social work, economics, politics and law performs. It gives foreign aid and investment.
