1: As Willy Brandt, had asked the Federal President Gustav Heinemann therefore not to be responsible, under Article 69 of the Basic Law with the continuation of the business, officiated at the request of the Federal President, the previous Vice-Chancellor, Walter Scheel, until the election of Helmut Schmidt as Chancellor.
