Senate of Barbados

The Senate is the upper house in the bicameral legislature of Barbados.

Appointment of senators

Formally, all 21 senators are appointed by the Queen. This obligation shall, however, representative of the Governor General of Barbados for them. He appoints twelve senators to the proposal of the Prime Minister and two by the opposition leader. The remaining seven senators can choose yourself the Governor-General.

Prospective Senators must, before being appointed to the upper house, meet certain criteria. To be eligible, they must be at least 21 years old and a citizen of Barbados. You also need to have lived in the last twelve months prior to the election in the country. In addition, individuals who are bankrupt, suffer from a mental illness, maintain the loyalty to the state against another state, have been convicted of a felony, serving a prison sentence of more than six months had or has become of electoral fraud, treason or a comparable crime guilty, should not be appointed as a Senator. Finally, a Senator may not, among other work in the army or the police, the civil service, as judges or prosecutors.

Senators have a term of five years. Before each election, the Senate along with the House of Assembly, the lower house of Barbados, was dissolved.

Powers

From a constitutional point of view of both the Senate and the House of Assembly are responsible in many questions. As in other parliaments, which go back to the Westminster system, dominated in Barbados the House. Every law can be passed in both chambers or modified, except by laws affecting the state finances (money bills ). This must always be adopted by the House of Assembly. The Senate this has only limited options for change. If the House of Assembly passed the state budget, but the Senate does not agree to this within a month, the Governor-General may allow the law to take effect. The same applies to laws in other respects, which the House of Assembly agrees in two consecutive legislative sessions.

Chairman

At the beginning of each legislative session, the Senate shall elect a Chairman and a Vice President. Both may still be Secretaries neither minister. Normally, the President does not participate in voting, unless there is a tie of the other voices.
