Simla Accord (1914)

The Shimla Convention was agreed in 1914 in Shimla between Britain, China and Tibet. This international legal and contractual binding convention has not been ratified by China.

The two most important aspects of the Convention includes that

A) Great Britain and China China's sovereignty over Tibet acknowledge

B ) the " outer" Tibet is autonomous.

Under b ), the following agreements must be observed:

  • China abstains from interfering in the Tibetan Administration
  • Choice of the Dalai Lama is still accomplished by the administration in Lhasa
  • China needs to preserve the country's territorial integrity
  • China no military stationed
  • Representatives, officials of China and Chinese settlements are not sent
  • Should they be present in the designated area, they must be withdrawn within three months.

With the division into " outer " and " inner" Tibet borders were defined, which were not to pull for the Chinese considered, since they would have to return lands. From military troops of the Yangtze River has been exceeded previously; they would therefore have to withdraw within three months from the designated area.
