The University of Rouen (French: Université de Rouen ) is a state university in the northern French port city of Rouen in the Seine -Maritime with about 24,300 students. It employs about 3,600 officials and employees, including 1371 professors.

The University goes on a Collège de Médecine from 1605 back, and this were annexed various faculties 1841-1968. In 1966, the college was named after a spin-off from the University of Caen to the state university. In the same year, the IUT de Rouen was founded, it is one of the oldest in France. The faculties of psychology and law followed 1968. 1999 significantly expanded the medical- pharmaceutical Martainville campus was opened in 2010 and increased again. CESAR Rouen is working towards an increasing integration with other resident in Rouen educational institutions.
