Vasif Talibov
Yusif oglu Vasif Talibov ( born January 14, 1960 in Araliq, rayon Şərur; . Name on Dt also Wasif Yusif Talibow, also Talybov ) is chairman of the Regional Parliament, Ali Məclisi, and at the same time head of the Azerbaijani exclave of Nakhchivan.
Life
Vasif Talibov was born on January 14, 1960 in Araliq in the district Şərur in the northwest of the former belonging to the Soviet Union Nakhichevan ASSR. He is married and has three children.
In 1976 he finished middle school. 1977-1981 he graduated from the State College of Education (now State University ) in the capital of the Nakhchivan exclave in the subjects of History and Philology, 1994-1998, he graduated from the State University of Baku still a long study of law. According to official figures, he made a PhD in Economics and became a professor. It can be Russian, but reportedly very little English.
In 1981, he worked as a teacher in a village in Şərur district. Later in 1982 he had worked as a " squad inspector " and department head in the hosiery factory in Nakhichevan.
Talibov supported the later President of Azerbaijan Heydər Əliyev, the first was head of the exclave of Nakhchivan after his return from Moscow from 1991 to 1993. He had his right hand and served from September 1991 to October 1993 as " Executive Assistant to the Speaker of Parliament " of Nakhichevan. Practically he was head of the regional administration. His career came his familial connection with the Əliyev clan stead.
Head Nachitschewans
As Heydər Əliyev was elected on October 3, 1993 the President of Azerbaijan, Talibov held for him in the Nakhchivan position.
Talibov was from July 1993 to April 1994, first as acting head of Nachitschewans. After the interim of Natiq Hasanov, who served as President from April 1994 to December 1995, Talibov was again head of Nakhchivan, but this time he remained in this position until today.
Talibov was a deputy of the Parliament of Azerbaijan, the Milli Məclisi, and in December 1995, 2000 and 2005, re-elected MPs and President of the Regional Parliament and thus to the head of Nakhchivan. In the elections to the Azerbaijani Parliament, he ran Şərur - Sədərək in the district. At times he was Chairman of the Working Group on Azerbaijan - Iran and member of the inter-parliamentary working groups Azerbaijan - USA and Azerbaijan - France.
Talibov also was the Azerbaijanis on 9-10 at the First World Congress. November 2001 in Baku elected to the Coordinating Board.
Under his direction, appeared in 2005, a two-volume encyclopedia of Nakhchivan. 2008 specifically followed an encyclopedia about the monuments of the exclave.
Controversy of government
Talibov made - as it is officially called - for " reforms" in the legal and education sectors, promoted the economy and culture, and secured the territorial and political integrity of the exclave. He let new buildings for universities and the Academy building and provided for the care of historic monuments and traditions in the exclave. Talibov promoted the housekeepers and cultural relations with neighboring countries Turkey and Iran as well as the contacts with the Azeris in northern Iran. His earnings are also the rain contacts in tourism, trade and environment sectors with the Austrian region of Styria pattern.
His authoritarian way of governing, however, criticized by political observers, human rights organizations and the opposition. Some call Talibov alluding to Turkmenistan Saparmurat Niyazov 's rulers as " Naxçıbaşı ". Out of frustration over the economic and political backwardness of the enclave over which there prevailing lawlessness, violence and corruption, a large number of citizens Nachitschewans emigrated. Many also seek their fortune, that is work and better living conditions in neighboring countries - Turkey, Iran, Russia and other diaspora.
