Vicente Guterres
Vicente da Silva Guterres ( born January 22, 1955 in Baguia, Portuguese Timor ) is a politician from East Timor. In civilian life Guterres is a teacher of philosophy. Since 2012 he is President of the National Parliament of East Timor.
Life
During the Indonesian occupation of East Timor (1975-1999) Guterres lived in Portugal, where he worked for the Diplomatic Front of Timorese Resistance ( Frente Diplomatica because Resistência Timorense ). From 1975 to 1977 he was director of the Casa Timor ( Timor house) and 1980-2000 Secretary of the Timorese refugee community in Portugal ( Comunidade dos Refugiados de Timor em Portugal CRT). From 1977 to 1982 Guterres was president of the Youth Union of Timorese in Portugal ( União da Juventude em Portugal Timorense UJT). From 1982 he was second vice president of the party União Democrática Timorense (UDT ), 1989-1993 First Vice President from 1993 to 1998 chairman of the Political Commission of the UDT. To this end, Secretary of the General Assembly of the League of Friends of Timor in Lisbon ( Liga dos Amigos de Timor em Lisboa ) from 1989 to 2000 and Vice President of the Cabinet for Timorese Affairs ( Gabinete dos Assuntos de Timor GATIMOR ) By 1983 to 1993. Until 2000 was Guterres President of GATIMOR. From 1986 to 1993 he was a member of the Board of the Convergència Nacionalista Timorense (CNT ). In 1998, Guterres his own party, the União Democrata - Crista de Timor UDC, which he led as president until 2007. In 1981, he joined the Faculty of Arts, University of Lisbon from his study of philosophy. This was followed by postgraduate studies in education at the Faculty of Psychology and Educational Sciences at the University of Lisbon, which he finished in 1992. From 1984 to 1999, Guterres philosophy teacher in the secondary stage.
After the election to the Constituent Assembly in 2001 Guterres retired as chairman and sole representative of the Partido Democrata - Cristão de Timor UDC / PDC in the National Parliament of East Timor. In addition, he was from 2001 to 2006 philosophy teacher at the Catholic seminary Peter and Paul in Dili. Since the 2007 elections, Guterres is part of the Congresso Nacional da Reconstrução Timorense ( CNRT ), for which he has since been sitting as a deputy in the Parliament. Guterres is also a member of the standards committee of the party. At the beginning of the legislative period 2007/2012 Guterres was elected on 30 July 2007 as Vice President of the Parliament.
February 11, 2008, President José Ramos -Horta was seriously injured in an assassination attempt. Under the Constitution, the Speaker takes over in the event of illness, the official duties of the President. Since Parliament President Fernando de Araújo was at this time but in Portugal, Guterres took over as his deputy, the presidential duties until the return of Araújo on February 13.
In the 2012 elections Guterres came with the CNRT the re-entry into the Parliament. At its first meeting July 30, 2012 Guterres was elected as the new parliamentary speaker.
