The overall winner was not determined from the travel time, but after a seemingly complicated points system. We considered the time measurement for each driver to be too difficult. First, the drivers were awarded points according to their placement on the stage. In addition, there was a gap of full 5 minutes to the stage classification directly placed in front of each driver a penalty point, but not more than ten penalty points. Finally, the penalty points placed in front of the stage classification driver came as an addition to penalty points. On the first stage the following points were for example the first seven riders awarded:

Stage 1: Paris - Nancy, 340 km

The unofficial winning time of Louis Trousselier was 109:55:39 h

The number of stages was increased from six to eleven, the number of rest days was reduced. For the first time led the tour in the mountains. In the second stage, the riders had to overcome the Ballon d' Alsace in the Vosges. In the fourth stage, the western foothills of the Alps were passed ( Côte de Laffrey, Col Bayard ).

During the tour, all drivers were (except for Jean -Baptiste Dortignacq ) victim of sabotage. In protest against the tour interspersed demonstrators total of 125 kg nails on the road that destroyed the tires of the driver. Unlike the previous year, but remained out of assaults on drivers.
