For the World Cup in France in 1938 a total of 36 teams had reported, including
- 25 teams from Europe ( including Egypt and Palestine)
- 2 teams from South America
- 7 teams from North and Central America
- 2 teams from Asia.
The total entry of 36 teams meant a new record. As the defending champion Italy and the hosts France were directly qualified and the World Cup was held with 16 teams were available for the remaining 34 teams 14 free finals spaces available. In the continental qualifying competitions waived nine organizations the delegation of their national teams. Therefore, qualifying matches took place only in Europe, where ultimately participated 21 teams.
The 16 World Cup places were distributed as follows:
* After the annexation of Austria to the German Reich launched a large German team at the World Cup 1938 in France. The place of Austria remained unoccupied. Thus, the number of participants of the World Cup finals was reduced to 15 teams.
Europe
In Europe, the 25 registered teams were divided into nine groups, including a four -, three triples and five groups of two. From the group of four and one of three groups (Group 9), two teams qualified for the final round of the remaining seven groups that were held in the knockout system with return game, one team.

South America
The South American qualifying round should only be played with two teams. The omission of Argentina, however, Brazil qualified without playing for the World Cup.

A total of seven teams should play in the qualifiers. However, since all teams except Cuba withdrew their participation, no matches were held and Cuba qualified for the World Cup finals.

The fact that all the teams from Group B withdrew in the first round, accounted for the second round between Cuba and the winner of Group B.
Asia
Only two Asian teams entered for the qualification. As Japan withdrew its participation again, the Dutch East Indies qualified for the World Cup.
