Mode and prehistory

There was in the Olympic year 1994 again changes in the C- group area. The initially planned C- group with twelve teams and upstream qualifiers as in the previous year was again shelved and, as already introduced in 1992 a C2 group again; the C group was thus again to the C1 group. In the C1 group of the B group and the relegated teams played in the squares of the last 2-5 C- WM; were added with a wildcard, the powerful play Slovakia, which had emerged from the breakup of Czechoslovakia on 1 January 1993, and also the powerful play Belarus, which was still failed last year in the C- group qualification. In the C2 group met for the last six of the last C- Cup and two qualifiers. In the C2 - qualification, the failure in qualifying last year teams met, with the exception of Belarus. A small change was also back in the A group, where as early as 1992, only the two sixth- placed teams from the group stage should be fighting against relegation this year.
