Mode

The league was divided into four regional groups. The Northern Region had 18 participants this, the regions of West, East and South 20 participants each. In each region, the teams were able to qualify and had to play in the relegation round for the promotion round. These were also conducted within each region.

For a win, each team was given two points, a draw there was a point and a defeat.
