The 1999/2000 season the league Wysschaja was the eighth season of the second highest Russian hockey league.

Mode
The 23 teams in the league Wysschaja were divided into two conferences before the season according to regional criteria. The Western Conference with twelve participants contained a team more than the Eastern Conference with eleven participants. First, each team played four games against each team in their own conference, so the number of matches per team in the West Koferenz 44 and in the Eastern Conference was 40.
The four best teams from each conference qualify then for the final round, in which they met in return match against each other and their four best teams is qualified in the Super League for the qualifying round for the climb. For a win within regular time each team received three points with a victory after extra two points, a draw and one defeat after extra time there was a point and a defeat after regular time zero points.
