Mode
The league was divided into four regional groups. The Northern Region had this 18 participants, the 22 participants West Region, the Eastern Region 16 participants and the region south of 12 participants. In each region, the teams were able to qualify and had to play in the relegation round for the promotion round. These were also conducted within each region.
For a win, each team was given two points, a draw there was a point and a defeat.
